Question about Targets in territory

Cameron and I came across this in a game and since there are a lot of threads that discuss this but no clear consensus, we would like to throw this question out there.

Desecrate the Temple
Type: Evil Enh. • Brigade: Crimson • Ability: 3 / 3 • Class: None • Special Ability: If used by a Babylonian, discard an Artifact, Temple or good Dominant in opponent's territory. If there are none, discard one from opponent's deck instead. • Identifiers: None • Verse: II Kings 25:13-15

Player 1 makes an RA with Phinehas (12/8) and player 2 blocks with Nebushaban (3/3)

Player 2's initiative and he plays Desecrate the Temple.
There are no temples or good dominants in play but there are two face down artifacts in the artifact pile.  Player 1 wants player 2 to target one of the face down artifacts but player 2 claims that "since they are facedown, they are not in play" or eligble to be discarded.

The question is, if there are facedown artifacts, does Desecrate the Temple target them because it targets for discard "an Artifact, Temple or good Dominant in opponent's territory"  or are the artifacts off limits because they are not yet in play?
