can you heal a character at any time?  like just if they were decreased but not discarded, can you heal them to return their numbers?  Could you heal a character that gained numbers to return then to starting numbers (lets say you need better inish now so you want to lower their numbers)?

Apparently decrease and increase do not make a character a heal able target.

Check the reg under heal or healable I remember this coming up and always siding with that decrease should be but it's not.

A character must be “healable” to be targeted by a heal effect. A character is “healable” if it is being discarded,
is poisoned, is diseased or is paralyzed.

Reg 5.0

But if the decrease results in being discarded why couldn’t a heal ability work? The way the REG reads is “being discarded.” If that’s referring specifically to a discard ability or losing by the numbers then it should be clarified.

Discard caused by a decrease is healable. Chilling in territory at decreased numbers but not discarded is not healable.
