Yes, assuming Herod's Treachery is in territory. FBTN only negates cards in battle.
He's certainly special... Technically he should have an errata, but it's listed as a play as. The ruling is that he works the same as the other FBTN characters except the banding clause (and weapons clause if it's the Kings version).
So this means that Cap and TSA would stop Arrest in Gethsemane?Arrest in Gethsemane (Di)Type: Evil Enh. • Brigade: Crimson/Black • Ability: 2 / 2 • Class: Territory • Special Ability: Place this card in a territory: Judas and Sadducees cannot be ignored. Protect all Lost Souls from rescue, except by human Heroes. Discard this card after 3 turns. • Identifiers: None • Verse: Matthew 26:49-50
Captain needs Errata officially. His current play-as is errata and is invalid until it's labeled and categorized properly.

This notion that the Elders can say that things mean what they want without doing it officially (i.e. Captain, ANB) is ridiculous, especially since I imagine it wouldn't take much more than a thread on the Elder side and a couple affirmations to confirm it.

I revived it yesterday. You make it sound easy, but please don't forget that there are more important things happening than reminding players how a card works that everyone has already been playing correctly for 10+ years. Life necessitates that we must prioritize, making less important things like this take longer that they could if this was the most important issue in Redemption, much less life as a whole.
