Can Eternal Covenant which says "on activation search discard pile for a human hero and put it in play." Search out King Saul as a good hero and then put him in play as an evil character?

No. "It" refers to a Hero, so it has to be put in play as a Hero.

The reason his identifier doesn't "activate" and let you choose is because the identifier isn't like an ability that activates, it's an explanation of how to use the card under normal circumstances, which for a character is being put in play face up from hand. Since EC already tells you how to use the card, the identifier doesn't kick in.

This is correct.

If you used something Chariot of Fire to shuffle King Saul (who is a both a Hero and Evil Character at face value) into your deck, and then drew him again, you could then put him into play as an Evil Character since he is both a Hero and Evil Character when in your hand.
