My Opponent rescues with King Solomon and searches his deck for an OT fortress. He doesn't have one. Is there any negative consequences for failing his search?
Just one more thing...

Only the fact that now he knows he would have drawn Son of God on his next turn if he hadn't had to shuffle his deck...  ::)

There is no negative consequence of failing a search. In fact with vain philosophy and sorrow of mary being run everywhere, its often beneficial to fail a search.

Okay what about phili outpost? Can I search? And then decide.. "no I'll discard the fortress instead" can you do that?

No.  There is an 'or' there, so once you decide to search, you can't change which part of the ability you chose.  I don't think.

Philly Outpost - When you are attacked, you may discard this card or an evil card from deck to search discard pile for a generic Philistine and place it in your territory. Protect Sites from being placed beneath decks.
