Some of these aren't necessarily relevant yet.
What exactly is the definition of "targeted" in regards to Cain? If Cain is sitting in City of Enoch and my opponent plays Shipwreck, does Cain activate? I imagine not, but I could see an argument for him being "indirectly targeted" or something.
Secondly, can someone clarify dominant initiative for me? I was under the impression that the player whose turn it is goes first, and each person gets to play one dominant before passing dominant initiative, allowing their opponent a chance to play before they got to play another (allowing Vain Philosophy to be a Second Coming counter). However, I recently heard it claimed that dominant initiative allowed the player whose turn it is to play as many doms as they want before passing dominant initiative to the next player. Which is correct?
Thirdly: dominants vs "at any time". This caused some hesitation on the part of someone who knows the rules far better than I - I accepted his judgement, but I'd like to confirm: if a player has an ability that they can use "at any time" can they use it before their opponent can play a dominant? Does it matter in what order they announce intent?
Specific example: player 1 attacks with a lone human hero with Seventh Seal up. Player 2 blocks with King Rehoboam and chooses two angels to enter battle. Can player 1 use Seventh Seal to withdraw the angels, ending the side battle, before player 2 plays Strife?
Relevant abilities:
City of Enoch: identifier: Holds any # of evil antediluvian humans
Cain: If Cain is targeted by an opponent's special ability, that player must discard a card from hand or battle.
Seventh Seal: ...At any time you may discard this card to withdraw all non-human characters.
Strife: Withdraw all but one hero from battle.
King Rehoboam: If blocking, select two heroes in territories to fight each other...
