Alright, I've read over Broken Cisterns multiple times now, and I don't understand how magically characters that have been reduced by that card go into battle with no decrease, UNLESS there is a hidden understanding of "All heroes in territory" means WHILE there are heroes in the territory they are reduced. Can someone show me any other precedent that works like this? If you are decreased, you are decreased until you are healed, period. Right? With the popularity with Brown this year I know this is bound to come up again and I want a clear way to explain it...

Type: Evil Enh. • Brigade: Brown • Ability: None • Class: None • Special Ability: Place in an opponent's territory. Negate draw abilities used by that player. All Heroes in that territory are decreased by 0/X. • Play As: Place in an opponent's territory. Negate draw abilities used by that player. Decrease all Heroes in that territory by 0/X. • Identifiers: OT, X = the number of good brigades in this territory. • Verse: Jeremiah 2:13 • Availability: Rock of Ages booster packs (None)

BC is an ongoing ability, just like the Protect Forts from Priests or the Di Sites. Caesarea Phillipi protects NT EC's in your territory from discard by opponents, but once they enter battle, they can be discarded. The small difference is the decrease ability, which can be instantaneous or ongoing. It has been ruled that increase/decrease abilities on ongoing effect cards (like artifacts, placed enhancements,  etc.) are constantly targeting, but the effect is not permanent. This is to prevent the idea that if I reactivate PwD every turn, I don't get to "stack" the 0/2-3 decreases; same with Crown of Thorns. Thus, just like if a character that leaves play is no longer affected by PwD or CoT, a character that leaves territory is no longer affected by Broken Cisterns.

Did that help? Let me know if anything else needs clearing up.

That does help, I was not aware that a character that left play was no longer affected by Crown or PWD, that would have made this answer much easier, thanks.
