Ehud vs Fwives

I Ra auto, d2, and get Gideon. My opponent blocks with Foreign Wives, forcing the battle into a stalemate. Its my initiative so I play Deb's directive to band in Ehud. What happens when ehud chooses the blocker with a protected FWives in battle?  Can Ehud add targeted evil character to battle from opponents territory OR does Ehud not get to target at all because he cannot target a protected Fwives for withdraw? In other words  is the withdraw part of CTB a prerequisite for adding targeted evil character to battle; is CTB withdraw TO add or is it withdraw AND add?

Ok, this came up at the Type 2 only and there was not a consensus among Elders; it was ruled the other way.

Ok, this came up at the Type 2 only and there was not a consensus among Elders; it was ruled the other way.

I'd say it's not unheard of for judges (even Elder Judges) to rule something incorrectly at a tournament.  But it is in the REG (and I think that's been there since before the rewrite), so what I gave earlier is the correct ruling for this situation, should it arise again.

As one of the players in that game (or at least in one of the games where it came up) I agree with Redoubter (though, to be clear, I was also the one who had Foreign Wives in battle). Fortunately, it did not end up affecting the outcome of the game (well, maybe slightly, but not significantly). I was playing another Elder, who believed differently, and the host ruled in his favor. I had no issue with how it was handled.
