If Job is placed in Dust and Ashes, would he retain any abilities gained from set aside cards?

Yes...however, once he is returned to hand, he would reset to face value.
Fortress Alstad
Have you checked the REG?
Have you looked it up in ORCID?

Obviously it can't interrupt DaA since the fortress is CBN, but could you use Raising of the Saints to get Job (with gained abilities intact) back to your territory?

Raising of the Saints (Pi)
Type: Hero Enh. • Brigade: Yellow • Ability: 3 / 2 • Class: None • Special Ability: Interrupt one good Fortress in your territory or set-aside area. Return all Heroes in that Fortress to your territory. • Identifiers: None • Verse: Matthew 27:52-53

I'm not sure that would work. It seems to me that since Raising of the Saints targets a fortress with the interrupt ability, than retrieves the heroes, that the retrieving of heroes is based on whether it could target the fortress or not. And I don't think you can target a CBN with an interrupt ability. But that's just my opinion.  ;D

Swift Horses (FF) can be played after Faith in Our High Priest (played on a NT hero). It doesn't interrupt the enhancement, but you still get to draw (and play next if used by a Babylonian).

True indeed.

I don't see why not. However, if you're using Raising of the Saints in a Job deck, you're not doing Job justice.
