When you use Shrine the ability only activates when the artifact is activated.  So to to use it again you would have to turn it off and on right? Could you do that in one turn? I read the rulebook and I didn't really find a clear answer.

One of the the rules with artifacts is that if you don't "deactivate" it by turning it over you are basically choosing to "activate" it again.  So for ones like this you probably want to do the physical act to signify you are doing it again, because if you go into battle but forget to do the shuffling, it was considered activated but you missed your chance to use it.
