Can someone please explain "redirect"?

I don't have the exact wording, but Counsel of Abigail is an example of this.  The problem is that many times there is no one else to "redirect" the ability to.  Does it just become a negate at that point, or can you not even play it unless it can be redirected?

All Redirects except Denying Blame have the option to simply Negate. But when you redirect, all it does is change the reading of that card to your perspective. So if you redirect AoC (Regular), it won't do anything since it would still Discard all Evil Characters. But if you redirect Baggage, you can capture any Evil Character.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

Consel of Abigail actually has an errata in the REG to clarify its SA.

Errata: Interrupt the last enhancement played this battle and either negate it or redirect it.
