When lost souls like NT only, Woman, */4 or greater limit who/what can target them, is that considered a protect ability?

If so, does that mean iron pan negates them? 

so the following portions of protect don't apply here?

The Lost Souls you've mentioned are protect abilities, therefore they are negated by Iron Pan.
