I RA and opponent blocks and plays GiC. Does an ItB card like counsel of Abigail interrupt GiC?

Only if GiC is being played as an enhancement. If it's being played as an artifact, it's not in the battle, and as such, cannot be interrupted.

By an ITB.  I've heard it ruled that something like Foreign Sword will be able to target the artifact.

As of right now, the only thing that can target an enhancement that is both removing a character from the battle, and removing itself from play, is an "Interrupt the Battle" card. Anything that seeks to target a specific enhancement (even "last enhancement played") cannot interrupt an enhancement removing itself from play. However, I'm not sure that that extends to artifacts. Based on the ruling for Magic Charms, I don't believe any card outside of battle that removes itself from play can be interrupted.

A lot of the older cards are considered spiritual gifts:

According to an older version of the REG, a card that removes itself from battle can still be targeted as the last enhancement played.  I'd think that's still the case, but I don't know for sure.
