Does his special ability relate to Heroes in my set-aside area, or just those in-play?

I'm going to assume that your specifically talking about the qualifying portion of his SA that says "If all of your Heroes are warrior class..."

"Your" is defined as "own and control" for Redemption purposes.  Since you own and control Heroes in your set aside area they need to be warrior class for Dodai's SA to work.

I agree with Luke.  Special abilities default to "in play" unless otherwise stated.  Therefore, Dodai's SA would really read:

"If all your Heroes [in play] are warrior class, discard an occupied Site. May band to Eleazar. Cannot be negated if opponent has less than ten cards in deck."
