If AUtO exchanges with Sam in discard, is he sent to Chamber?  According to the REG, I would say yes, as long as Sam was on top of the discard pile.

Discard

Discard is removing a card from its current location and placing it face up on the top of the discard pile. A card may be dis­carded from a player’s hand, draw pile, set-aside area, or Field of Play. Once a card is discarded, it cannot be reintroduced into the game unless another card's special abilities instruct this to happen. Any time a card is discarded, it returns to face value.

Using the precedence of SSoS, the answer is no. I disagreed with the ruling back then and I disagree with it now based on what the REG says Discard is, but that's what the PTB said.

How? We have a distinct definition of discard right from the REG, and one of the requirements is that the card is face up at the top of the discard pile. Unless we're going to disregard that, I stick by my comment.

The quote you're using is from the discard entry of the REG. It applies to discard abilities and game rules that cause discard. You're taking it out of context if you try to apply it to any other ability. Exchange has it's own entry.

Exchange =/= Discard - even if it is the top card.

While I agree with that ruling, the definition of discard in its purest form ("Discard is removing a card from its current location and placing it face up on the top of the discard pile.") is exactly what this exchange would do. I think an argument can be made exchanging it falls into that definition, and the implications of that should be looked at (or at the very least, the REG definition should be slightly reworked).
