are cards in opponents discard piles common knowledge? in other words, are we allowed to look through the opponents discard pile?

While RTS allows you to view any d/c pile freely, I'm pretty sure only the top card of d/c is common knowledge.  That includes yours.

Looking at any players discard pile is no different than looking at the players deck.  It's taboo unless a special ability allows it.

You may not look at cards in any draw pile or discard pile (other than the top card of the discard pile) unless a special ability on a card allows a player to search a deck. The deck is always reshuffled when this occurs unless a card states otherwise.

On a semi-related note, do all cards that a player discards either from an ability (Primary Objective) or game rule (reducing hand to 8 at end of turn) have to be made known to the opponent(s) when they are discarded?

I believe so, as they were technically the top card at some time.

Discarded cards must be revealed to all players.
