Title: discard phase turn question.

1. What if a player activates an artifact in their artifact pile and puts it face up during prep phase , once face up can they in their discard phase in the same turn put it face down in artifact pile?

because in the discard phase turn card it says "place an artifact face down in your artifact pile".

The ability to add a face-down card to artifact pile refers to adding artifacts from hand, not to being able to deactivate artifacts already face-up.  You may only activate/deactivate artifacts during artifact-activation in the Prep Phase, or if an ability allows otherwise.  You cannot do either in the Discard Phase normally, though you may add more artifacts to the pile (but face-down and inactive).
