http://www.cactusgamedesign.com/message_boards/ruling-questions/fishing-boat-vs-teammates-heroes/

it was said there you cannot put the hero beneath your deck, therefore you did not fulfill the cost and you do not get the effect. gabe confirmed not being able to put teammates heroes underneath your own deck with boat, and did not disagree with any of the general consensus of the thread.

Please don't read too much into my silence on the things I didn't address in that post. I only agreed with a very specific statement that answered the original question on the thread.

I didn't address whether or not the cost would be paid, only where the card would end up, because I could see it go either way and did not have a definite answer I remained silent on that intentionally.

i didnt get the joke, but ok.

I was jokingly inferring that the ruling would change day by day. I'm willing to accept that I am simply not funny.  :'(

You may place a Hero from here beneath your deck to draw X or to give your disciples access to all Sites this turn. Did you meet the cost of placing a disciple from there beneath YOUR deck? If not, you didn't pay the cost.
Based on Rob's ruling of "your", I think that Sauce is correct on this part.  You can't put your opponent's disciple sitting in your TEAMS shared Fishing Boat beneath "your deck", therefore you don't pay the cost by putting them under theirs.

the 'X' variable on Fishing Boat is 'X = The Number of YOUR disciples here' - So you can only count your own disciples, not your teammates.
I think that RDT is correct on this part.  Since X is the # of "your" disciples in the boat that limits both teammates.  Imagine that both of you have 5 disciples sitting in the boat.  You could put 1 of "yours" under your own deck to draw 4, and then on your teammate's turn they could put 1 of "theirs" under their own deck to draw 4 more.  But neither of you would be able to draw 9.

so how is this going to be ruled at nationals?
It seems unlikely that we'll be able to discuss this online before we actually see each other in person, but since TEAMS isn't until Sat, I'm sure we'll get it worked out by then :)
