DO i have priority to play destruction on an artifact before my opponent attacks with a hero?

yes, but many players dont know what they want to use for an artifact.  they put one up, and then change it once they have thought about it.  my guess is that you shouldnt be able to DoN something until the next phase to prevent someone from whining about that not being the artifact they wanted up. 

You know something.  Gabe told me that I had to give him time to react to the activation of HT when I played a deck against him online.  His position is that I couldnt activate HT and then ambush him with a prophet (to play ANB).

I know that I didnt like it at the time, but I did see his point.  I am not sure how this will go.  I know that we have to do an Initiative check when an EC enters battle, do we now have to do an "artifact Check" to determine if someone wants to play DoN or not?

I just build all my decks with lampstand, z-temple, HT and Haggai to save myself the trouble.

Artifacts are activated during the Preparation phase.  Heroes enter battle during the Battle phase.  Once you activate an Artifact you do not get to "rush" a Hero into battle (move to the Battle phase) without giving your opponent a chance to perform any actions they wish to perform (play a Dominant) during your Preparation phase.

I've had people try to do this to me in an official tournament and the judge has ruled in my favor every time.

If your opponent performs an action, the only thing they can do without first giving your an opportunity to respond to that action with a dominant is playing a dominant themselves.
