  Player A  , Player B has a Lost Soul in territory and Player C does not have any Lost Soul in their territory.

1. In a 3 player type 1 game can Player A Battle challenge Player C even though Player B has a Lost Soul that Player A can rescue??

Yes. In a multiplayer game, each player can challenge any other player.
