A New Covenant vs Darius' Decree

If someone has disciples in Fishing Boat, and I discard Darius' Decree to discard the heroes, can A New Covenant heal them?  It doesn't specify set-aside areas, and the discard pile is not in play, so would the disciples go straight from set-aside to discard without the chance of being healed?

A New Covenant: "At any time, you may place this card beneath your deck to heal all N.T. Heroes..."

Darius' Decree: "...You may discard this card to discard all Heroes in set-aside areas."

Heal cards can be played off of characters in the discard pile, so TNC does work fine against DD, so long as its done in a different phase.

This is the most important thing to remember.  DD restricts playing of good enhancements while not opposed in battle, and since it does not negate itself, it lasts for the rest of the phase in which it is discarded.

I thought once in the artifact pile, it isn't treated as an enhancement, it's treated as an artifact.

This is true.  ANC should work regardless of phase in this case.

This is correct, and I should have specified. I often hesitate to put too many Disciples in Fishing Boat unless I have TNC in my artifact pile.

Not sure why, since as soon as you draw ANC you can activate it and get them all back.

Heal cards only work on heroes (or evil characters - I can't recall if there's a card that heals ECs) that have been discarded during that turn.
