Suppose I have Household Idols active and my opponent has Judean Garrison as the fortress in his territory.  He then goes into battle with David, Outcasts’ Refuge and wants to band to a hero in his territory.  Does Judean Garrison’s protection of heroes in territory stop Household Idols from targeting those same heroes to protect them from band abilities?  Follow up question: does Household Idols only protect heroes in play thus enabling David to band to a hero from hand or Reserve?

I understand HHI to protect your heroes from opponents band abilities and Judean Garrison wouldn't stop him from banding to his own Heroes...

If a card doesn't specify "your Heroes", it targets "all Heroes". So the new HHI does protect your opponent's Heroes (as well as your Heroes) from their band abilities.

However, whichever protect was active first takes precedence. So if HHI was active before Judean Garrison, it would protect their Heroes from their band abilities. But if Judean Garrison was active first, it would protect the Heroes from HHI. Since HHI has to be reactivated each turn, Judean Garrison will usually protect from HHI.

HHI does only protect Heroes in play, so you could band to a Hero from hand, deck, Reserve or discard pile.

There is my confusion... The shorthand on HHI "Protect Heroes" includes "all" Heroes yet the shorthand "In territory" means "your" territory. Short handing is nice, but can lead to confusion when means X in this and Y in another when read from the same players perspective.

The shorthand is consistent for singular vs. plural. It's somewhat obviously different between them, as a player only has a singular territory, so "territories" has to refer to everyone's.

"Heroes" (or any other card type/identifier) defaults to all Heroes in play.
"Territories" (or any other location) defaults to all instances of that location.

"Hero" defaults to the Hero that used the Enhancement. It can also refer to a previously selected/targeted Hero (like on a placed Enhancement).
"Territory" defaults to the location for the player that carries out the ability.

"A" or "any" card type/identifier/location allows for a choice.

I would disagree with the obviousness of it, but with your explanation I am able to know and teach it correctly.
My example would be "multiple Heroes" in "a territory" can and in my case did lead to the confusion. Thank you for clarifying as I did not know "Heroes" defaulted to ALL Heroes in play...
