Can I play this as an evil character from the get-go (and use it to block from hand), or does another character need to be in battle first?

You need to activate it in battle as an enhancement first.

Hmmm... I don't really know.  :-\

I would guess that you can return it to territory as an EC and keep using it. Normally special abilities end after Battle Resolution, but the convert ability normally sticks.

Although I've never actually used this card, I have always assumed that it stayed after battle.
Use the Mad Bomber to rescue his Province.

It was permanently converted to an Evil Character (no duration), so it continues to be treated as an Evil Character while it remains in the Field of Play or Set-Aside areas.

when he becomes an Evil Character, does his Negate and Discard the last good enhancement played this battle ability activate each time he enters?

Hold on, we're talking about two different cards here.

Deafening Spirit negates, and the conversion only lasts until end of battle.
Madness converts forever but does not negate.
