Can you deactivate an artifact that is activated on a character (e.g. Magic Charms) at the beginning of your turn (when you would normally do artifacts)?

As far as I am aware, yes you can. Artifacts activated elsewhere still follow the "activate every turn" policy and, thus, can be chosen to deactivate instead (or activate elsewhere, I believe).

I thought no- ex:
Gifts of the Magi is up and your opponent draws on your prep phase (Feast of Trumpets), can you activate another artifact? The answer is no because in usingthe Gifts you have declared your activation of that artifact.
Not sure if this helps any...

I'm not sure how that applies to this situation, lol. Plus Gifts is a "may" so by choosing to draw yes you are choosing to keep it active.
