Can you heal heroes with Brass Serpent or some other healing card as they are being by Darius' Decree's special ability?
I guess this doesn't apply just to Darius' Decree. It's simply asking if you can heal heroes while:
1. It's not your turn.
2. The heroes are in set-aside areas (not in play).

Yes to both questions.
However a neat trick with DD - Because you can use it during your discard phase - do so, DD's other ability remains active, so they can't play thier Brass Serpent, then the turn ends and its to late.

Darius Decree
Opponents may not play good Enhancements from hand, unless an Evil Character is in battle. You may discard this card to discard all Heroes in set-aside areas.

Okay... but then DD can be destroyed via a dominant or in battle.
Basically I was just trying to make sure that there wasn't something my opponent could do to kill all my heroes without me having a say in it.
I guess LotS + DD with no battle would do that though... ugg
I'll have to think on that.

Nah, he can just activate Captured Ark and then DoN DD if you shuffled Lampstands or PBI if you shuffled DD.

thats an awfully lot of work just to ensure a few heroes are discarded. personally, i dont think thats worth a use of captured ark. bigger fish to fry.

I'd say if you care about DD being up, getting rid of Lampstand or DD will be the biggest fish in that game.
