Covenant with Death: Negate characters. Restrict players from playing Enhancements unless a character is opposed in battle. Cannot be negated.
Abomination of Desolation: If used by a Greek, place in opponent's territory. Each time opponent draws cards (except during draw phase), you may discard a card in that territory except a Lost Soul.
Now, I believe that CwD restricts weapon class enhancements from activating, but what about placed enhancements? Does play=use it's ability? Is A-Bomb constantly active and just lying in wait for a draw ability?

The definition of playing an enhancement is "attempting to activate its special ability (or numbers in battle)," so if you are activating its ability, you are playing it. I'd say in the case of A-Bomb, you are activating its ability, so it would do nothing.

Doesn't the ability need to be active in order to trigger an effect? And isn't A-Bomb a triggered effect, and thus needs to be already active?

That's correct. The pertinent ruling is on Removing the Curse: it's an ongoing ability that simply activates a trigger at a later point than when it's played. Based off that, Abom operates the same way: it's an ongoing ability that triggers periodically when certain conditions are met.

So it does not restrict it? or it does?
Play is defined as follows:
Play
You play an enhancement by attempting to activate its special ability (or numbers in
battle)
You play a character or multicolor site by putting it in your territory or your side of
the battle.
You play any other card type by putting it face up on the playing surface from hand,
deck, or discard pile due to your special ability or game action, except when you
discard a card from hand.
It seems that the ability is active already and therefore play is considered when its placed?

I would agree with Pol based on the ruling that Lifting the Curse can be activated with CWD up (http://www.cactusgamedesign.com/message_boards/ruling-questions/cwd-q/). I agree with Drrek in principle, based on the definition of Play, but unless that ruling were changed, this should follow the same principle.

You do not play/activate Abom's SA each time your opponent draws. Abom is only played once, and it is always active from that point on (like a Fortress). All the drawing does is trigger the active special ability to discard something.
