Since the Elders/PTB are deciding on an action for the "cannot be ignored" ability, wouldn't it be prudent to also define "cannot be immune" prior to it being used next set?

Sorry.  But when I get a question like that the temptation to mention it cannot be resisted.

As stated, there's a very specific reason why CBN is not applied retroactively that does not apply to CBIg.

Why would you want somebody with the identifier "Cannot be immune?" It'd make Laughter worthless!

Hero: "Human evil characters cannot be immune to prophets."  It's a way basically to get around CBN immunity, even though no card has been designed yet.
