Is this a legal play?

Yes, the weapon will not activate unless its holder is opposed though.

I thought that activation happened at one moment. When the hero enters battle the hero's special ability attempts to activate and then the weapon's ability attempts to activate. Therefore the weapon attempts to activate before a blocker is presented and therefore cannot activate due to Covenant with Death. By the time the blocker enters battle the weapon is not able to re-activate.
Am I missing something?

He may just be asking if you can equip a weapon during Prep/Discard phase while CWD is active. And this is allowed, because the WC hero has a "holds" identifier for weapons.
If he is asking about attacking with a weapon, then it does not activate unless opposed.

As far as I know, this is not correct. Part of the REG definition of "Play" is as follows:
You play any other card type by putting it face up on the playing surface from hand, deck, or discard pile due to your special ability or game action, except when you discard a card from hand.
Wouldn't placing a weapon be considered a "game action," thus restricting the placement of weapons on characters?

We're all saying the same thing here, except Chris who is quoting the REG out of context. Kirks explanation is 100% accurate. I made the assumption that RTSM was asking if a weapon could be "played" on a character in territory, but maybe he was asking if it could be activated in battle. The original question is rather vague.

The line you've quoted is the 3rd pullet point under "play". When it says "any other card type" it means any card type not defined in the previous two bullet points. The first bullet point says:
"You play an enhancement by attempting to activate its special ability (or numbers in battle)"
Since a weapon is an enhancement it is only considered played when activated in battle, not when placed on a warrior during the prep or discard phase.

Correct. Unless the Hero with the weapon is coming into a battle with an EC in it already.

Depends. Good weapons usually can't, because you aren't going to be opposed in battle (unless you are accepting a taunt from Goliath). Evil weapons are generally unaffected because they'll generally be opposed when they enter battle.
