1) I rescued the 2-liner for the second time and my opponent uses falling away, does it return to his LOB or how does it work?

2) When souls are shuffled what is done with captured Characters? Are they shuffled into each players deck or not?

1.) It goes to the LOB. You'll have a tap on it (so you only need one more rescue to redeem it), but it will drop your score by 2.
2.) They're shuffled into each player's deck if nothing is protecting them from shuffle.
