How does the extension of CBN to Withdraw abilities interact with Choose the Rescuer?

Relevant definition of Choose Opponent abilities:
"A choose opponent ability used after a blocker is presented withdraws all characters your opponent controls to their owners’ territories and presents the selected character." (Emphasis mine)

I would say that CtR cards would then become CBN, since if you can't undo the withdraw they would be useless to negate as that would have one of results, either the whole thing becomes CBN, or you can negate the choose but not the withdraw leaving you with no character in battle and thus their win. Apparently CtB/R has a withdraw component (according to the rules) in the same manner that exchange has a search component.

Choose the Blocker/Rescuer abilities include a withdraw but are not withdraw abilities (in the same way that exchange abilities to certain locations include a search but are not search abilities). As such, I would think that Praetorium would have no effect on a CTB/R ability played on your Herod.
