I believe Bubbleboy misread your question as "can you convert a human hero to Silver Brigade." The answer to your question is yes, any conversion card that specifies "brigade of your choice" can convert an EC to Silver.

Just to make sure it is clear, converting a human to silver brigade does not make the hero an "angel." It only means that they can use silver brigade enhancements.
