So does blocking with Complainers and my opponent having WoP out work the same as Goliath (P)?


Complainers (FF)

Goliath (P)

my gut instinct would be no because if you are using  complainers you are bringing the hero into battle if you are using Goliath then your opponent is presenting the new hero.

No. Goliath has two separate abilities, one that can be carried out and one that cannot. Complainers only has an "exchange" ability that either can or cannot be carried out. If WoP is out, then the exchange cannot be carried out, so Complainers' second SA has no effect.
