Return to hand considered a "withdraw"?

Are cards like Cage and Hypocrisy that return Heroes to the owner's hand considered "withdraw" abilities if they return a Hero from battle to hand?

At our tournament today, we ruled no because the REG states that a "withdraw" ability returns a Hero to territory, however I could certainly see if that definition is too narrow and any ability that is not discard, capture or remove from game and sends a Hero out of battle is considered a withdraw.

Cage--Return a Hero to owner's hand.

Hypocrisy--Return any number of Heroes to owners' hands. CBP.

Return to hand has it's own special ability entry in the REG. It's independent from withdraw.
