"Cannot be blocked by" is an ignore ability so the standard rules of ignore apply.
You can block with Ahab from hand.
You could block with Ahab if he was being protected in territory (Gates of Samaria).
In both of those cases however, he would then be ignored (by David) once he entered battle.
If he was sitting in territory (not protected) he would not be able to enter battle.
