Set Aside stuff and exchanging

Player A is a noob who uses TGT he attacks with Salome gathered to ET, and plays "He is Risen" before the battle. He sets aside 10 of his ECs for 10 turns, one of them being Astrologers with Magic Charms on them.

1.) Can he then capture his own heroes with Magic Charms? My instinct is no.

Player B discards his entire deck with Gates of Hell. Although that doesn't really matter, and I shouldn't have included it as it may confuse you, beings he then blocks with SWS from his hand. He exchanges with Player A's Astrologers.

2.) Can Player B use Magic Charms? I know I've played it as yes, but now that I stop and think it seems like it should be no.
3.) Can Player A use Magic Charms? Again, now that I've stopped to think, it seems the answer is yes.

4.) When can Player A remove SWS from set aside? Someone whose name shall not be mentioned said that he can take SWS back whenever, but we all know Ring Wraith is usually wrong. I thought that SWS stays there forever (or until shuffled in via ANB, discarded via plot, etc etc), but I'm usually wrong also. Does he come back with the other characters?

Important Abilities
SWS: Exchange this EC with another or something like that.
He is Risen: Set aside X for X turns or something like that. Also do something else.
Magic Charms: Blah blah blah activate on a magician. Discard this during battle to capture something or another.

1) He has to wait for the heroes abilities to go through in order to use MC. after the affects are finished, he can then use MC.

I'm pretty sure an Artifact in set-aside cannot be active by game rule, though I don't know of any explicit rule that says that. So I would say no, but would need to do some research before citing a reason why. I know that inactive artifacts must be face down, and if you set aside an artifact with SWS it doesn't become active, so I guess that's kind of a reason.

The operative word in Magic Charms is "your". Your opponent has control of the Artifact, so any Magicians that he owns and controls (=your magicians, from his perspective) are protected from capture and conversion. However, Astrologers is not owned by him, so he cannot discard to capture (MC says discard from "your" magician). Of course, since you do not control MC (your opponent does) nor do you control Astrologers (your opponent does) you can neither discard to capture nor have your other magicians protected.

In this case, I agree with you. He was not set-aside with He is Risen, he was set-aside by his own ability, which doesn't give a provison for returning from set-aside. I would wait for other elders to comment on this though.

SWS is not a set-aside card. He goes into set-aside, but there's nothing restricting him from coming back.

If he exchanges with a card that is set aside, he takes its location. No ability (special or game) allows him to come back from that set aside area.

You wouldn't say the same thing with Seven Sons would you?

"He is not a self-discard card. He goes into the discard pile, but there's nothing restricting him from coming back."

SSoS is treated as any other character in the discard pile is, just as SWS should be treated as any other character in set-aside area. That is, he cannot return from set-aside area unless a card allows it too, or the interval for set-aside is up (which cannot happen, since no interval is defined).
