Scenario:
I start a RA with Gideon (no SA)
Opponent blocks with Saph (Prevent the next Enhancement played by an opponent.)
I play When Judges Governed (If you control a Ruth Hero, withdraw an Evil Character. If you control a Judge, discard an evil card in territory.)
My question - Does the "Prevent" of Saph prevent the special ability of When Judges Governed, but not the Strength/Toughness? or does it "Prevent" the enhancements Strength, Toughness and Ability?
I have been playing it as it prevents the special ability, but not the numbers.
