Title: Clarification on New Siegeworks

Siegeworks (FoOF-x): "If you control Isaiah or an Assyrian, place all opposing characters in battle beneath deck and place this card on a Site or Fortress. While it remains there, negate that card. "

Question:  Can it target even out of play forts?

No, similar to Image of Jealousy or Peter's Curse, it can only be placed on a fortress in play.
