When it says "may not draw cards", does that include the initial (required) D3 at the beginning of the turn? I always thought it does, but somebody asked me that today and it made me wonder.

Agreed. I don't know why it wouldn't. I'd say that cannot draw cards means cannot draw cards, unless somebody'd care to argue the other side.
