Title: Clarification of when a negate can be used

This one my be pretty simple! 
Can you play a negate card if you don't have initiative?  The rules say "negate is the same as 'interupt and prevent' combined"  Can you then use a negate to Interupt and prevent an action taking place if you don't have initiative?

no you need initive to play interrupts

i thought you didn't need initiative to play an interrupt?

You need initiative to play an interrupt, but if an opponent's card is removing you from battle (discard, capture, conversion, etc.), that gives you initiative.

Example: I go out with Michael (numbers:12/8) and my opponent blocks with Fallen Warrior (2/2). He can play whatever he wants that doesn't remove me from battle, and it still won't be my initiative. He could, for example, use Pride of Simon and get something back from his discard pile. However, the moment he plays Overwhelmed by Philistines or Wrath of Satan, even if his numbers are still far lower than Michael's, I can negate since Michael would be removed from battle.

You always need inish to play an enhancement.  It could be regular inish (numbers) or special (SA).  With the second, you must play an interrupt.

+1 with the responses regarding the need for initiative.

However, keep in mind that there are some I/P/N abilities that can be triggered and used even if you don't have initiative, e.g. artifacts.

Also keep in mind that if you have special inish thanks to Overwhelmed by Phillies or the like, a dom/art/etc won't be able to save you, unless they interrupt as well.
