City of Refuge

Type: Fortress • Brigade: None • Ability: None • Class: None • Special Ability: If your human would be removed from the game by an opponent, instead place it here. Protect cards here from effect. If a High Priest is discarded from play, release all characters from here to your territory. • Play As: If your human would be removed from the game by an opponent, place it here instead. Protect contents from all effects. If a High Priest is discarded from play, return cards held to your territory. City of Refuge may hold any number of human Heroes and human Evil Characters. • Identifiers: Play to territory. • Verse: Numbers 35:25 • Availability: Priests booster packs (Rare)

Question: Can my opponent place characters from his territory inside the City because the identifier on the card says it can hold any amount of good & evil characters?  The identifier on the REG is different than the one on the card.  I believed that it could only hold characters who were removed from the game there.

If the method for either placing or removing heroes from a fortress with a "holds" identifier is non-optional (as in this case) then the SA overrides the identifier, and characters can only be placed/removed from there per the instructions on the card.

I don't think non-optional has anything to do with it, and I think the actual ruling itself explains it, not an SA override of rules. If a card with a "holds" ability does not specify how the card could enter the Fortress/leave the Fortress, then you may place/add to hand  a card meeting the criteria there during your preparation phase.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

The ruling was clarified awhile ago in regards to Goshen (P) and Fishing Boat. Since Goshen (P) has an optional method of Heroes entering, then you can use it like the older one in addition to the new method. Since Fishing Boat's method of leaving is optional, you can place/remove Disciples there during any prep phase, in addition to using it to draw/gain access. However, City of Refuge is non-optional, so characters can only enter/leave per the card's ability.

So since the exit ability for David's Tent is optional, I can defeat a weapon-bearer, then put it in my hand next turn yes?

Demonic Stronghold, anytime I have a Hero there I can just put him in my territory next turn, yes? (this would seem to be the case even without the ruling tweak)

I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!
