Can Eve be captured by charms if it is on a female evil character?
Eve is ignoring females.

I want to say yes because its not the character capturing Eve it is Charms which is not being ignored.

The special ability in question comes from Magic Charms, not from the female EC. It is not even an enhancement played or ability otherwise directed from the EC, that is, she is not targeting Eve.
So it should work unless someone comes up with something funky :)

The way I read the magic charms card, your character would have to be in battle for magic charms to be able to work. And if Eve is ignoring your female magician, the way I understand ignore, the female evil character wouldn't be able to enter battle, therefore charms could never enter battle, therefore it couldn't be discarded during battle to capture up to two human heroes in battle. But that is just the way I see it.

Your character does not have to be in battle for charms to work. It just has to occur in the battle phase.

As pointed out, it does just need to be "during the battle phase", not on a character in battle (that is how it is ruled, anyway).
However, even if Eve were banded into battle, you could indeed have a female magician in battle with her with Charms activated on her. This would still work, as the EC does not target, nor do any abilities controlled by the EC (like enhancements). It all comes from the artifact.

Now correct me if I am wrong, but I thought you couldn't use anything outside of battle, almost like territory class enhancements, you can't play a territory class enhancement as a territory class until the battle was over. I thought the same thing would apply here.

Same rules apply to Magic Charms as to Unholy Writ. There are some cards that work during all phases, and have abilities that can be used during battle even from territory (or Set-Aside).

Magic Charms is doing the capture, it's just using the magician as a resting place in territory. Charms' capture has nothing to do with the EC it's on, nor do any characteristics of that EC affect Charms' ability to capture.

It still works because Eve is ignoring the evil character, but is not ignoring the artifact.
