If I make a rescue attempt with a Provisioned PoC, and my opponent has Kir in play and uses it, do I get to search for a Dom?

Clarifications
If a search ability states what to search “for” but does not have an ability paired with the search ability on the card, then there is an implied “place it in hand” ability paired with the search ability that targets the card that is searched “for.”

Does Kir add the EC into hand and then adds it to battle, or does the EC enter battle from deck?

The answer to this question revolves around another question:  When you search your deck for a card, does it always go to your hand before entering play?

Based on wording from other cards (I'm thinking of Answered Prayer), I would say no...cards don't have to go to hand first.

If that is the case, then RTSManiac is correct.  Your opponent had blocked from deck, not hand.

No, it does not pass through hand, so it would not trigger PoC. Searched/exchanged cards only go to your hand if you choose not to add them to battle (or wherever else specified, and only if it's a "may" ability) or if no end location is specified.
