Chamber of Angels, Timing, and The Destroyer

Chamber of Angels reads "Set this Fortress aside. If holder's Angel is being discarded, place it here instead. After two turns, return Hero to the top of your deck."
What is the timing for this exactly? There's a part of me that thinks that the turns counted are really Upkeep Phases, when you manage turns for things like set-aside Enhancements and stuff. Is this correct, or does it actually apply to when the turn starts?
If not, then you draw for your Draw Phase, and then the Angel goes to the top of the Deck, but if SO, then the return precedes the draw, and you draw the Angel.

Ok, that's that. And then there's this.
This is more of a double-check than anything else. To my understanding, when an Angel holding a Weapon is insteaded into the Chamber, the Weapon sticks. Will it still stick when it is returned to the top of the deck?
For example, let's say I have The Destroyer with Angel's Sword out in battle. I activate his special ability, allowing me to discard an Evil Character in Territory at the price of removing him from the game at the end of battle. The battle ends, and he is being removed from play. However, I have Covenant of Eden active in my Artifact pile, meaning he cannot be removed from play and is being discarded instead. Now he is being discarded, HOWEVER my Chamber is active so he is going to my Chamber instead. He has been insteaded twice and now he is in my Chamber. Does the Sword still stick, and will it join him when he is placed on top of the deck?

I would think that Chamber of Angels counts in the upkeep phase. So it would go like this: Angel get's discarded, next upkeep the angel is still in Chamber, second upkeep the angel is put on top of deck, so that you will draw it the next time you draw (assuming the deck doesn't get shuffled.)

I also would assume weapons follow to chamber and then to the top of the deck, but I could be wrong about this, because I'm never quite sure the rulings on weapons.

Unless the card specifies, anything with a turn counter updates during each of the holder's upkeep phases.  Cards in Chamber return during the second of holder's upkeep phases while they were there.

Weapons and placed cards follow everywhere, except for if on a character that is captured.  When a character is captured with a weapon or placed card, those cards are discarded.  If an Angel goes to Chamber, Sword, WWW, and anything else on them follow (and will go to deck with them).

If the RFG on The Destroyer is insteaded to a discard, the discard can be insteaded to place the card in Chamber, yes.
