If they are being used as an artifact....
A) can an (good) artifact still be active as well for that player?
B) can the curse be used by all players?
C) how often does the effect of PLAGUED WITH DISEASES, "decrease all opponents' hero's.....", take place? For how many rounds?

1) When you use a curse like an artifact, it follows all other artifact rules.  So, you can't have a curse and another artifact active in your artitfact pile at the same time and just like artifacts, mass effects affects everyone (e.g. Plauged With Desease (though, since that says "your opponent", you are not affected by it)).

Also, PWD's effect lasts until the curse is deactivaed (or negated).

Being a new player, curses and covenants are a little fuzzy as to when they can be used by just the holder and when others may "use" them? There is some confusion to the difference between cards that say, "you may" and "holder may".  If I play the card, am I the only one who can use the ability or can the next player utilize it if it doesn't specify "holder" in the SA?  I understand that some artifacts effect all players (ex. "No evil characters may band"), but are those the only types that another player can use to benefit them if I am the one who played the card?

Only ongoing effects of artifacts affect other players (unless it specifies your cards, like Covenant with Levi and Covenant with Phinehas). If the artifact's ability is an action, then you are the only one that can use it. Unholy Writ, Go Into Captivity, and Covenant of Noah are examples of each kind of artifact that are actions which you can do since it's your artifact. No one else can use their abilities.
