So it seems to me that Provisions would only allow you to choose from your opponent's territory, given the "opponent uses to block" phrase. Am I right, or can you RA with a Provision'd character and CtB with your own EC?

Type: Hero Enh. • Brigade: Green • Ability: None • Class: None • Special Ability: Set Hero aside for 2 turns. On return, holder may draw 2 cards and may choose the Evil Character his opponent's uses to block Hero's next rescue attempt. • Errata: Set Hero aside for 2 turns. On return, holder may draw 2 cards, and hero gains the special ability (for hero’s next rescue attempt only) “Holder may choose the Evil Character opponent uses to block.” • Identifiers: OT, Connected with David • Verse: I Samuel 17:20 • Availability: Kings booster packs (Uncommon)

no, you can choose your own evil character to block, the "opponent uses to block" part just means they have to use it to block the rescue attempt.
disclamer - all comment only apply to type 2 unless otherwise noted

Right. Even though you are choosing the character, your opponent is still blocking with it. That's why in a stale-mate or multual destruction situation you still get to play first as the hero. Your opponent still played the last card into battle.

The ability to choose ANY Evil Character, including your own, is what makes Provisions (and CTB in general) so popular. If you want to force your opponent to block with your EC's, use Kingdoms:

Type: Fortress • Brigade: Multicolor • Ability: None • Class: None • Special Ability: Evil Characters here are protected from effect, and may be removed during holder’s preparation phase only. While an Evil Character is here, protect holder from being forced to block with another player’s character. • Identifiers: Holds up to three Evil Characters • Verse: Luke 4:6 • Availability: Priests booster packs (Uncommon)

Use KotW AND Wall of Protection to completely nullify Provisions.

OR if your opponent is not using WoP, band to their provisioned hero and use its ability for yourself.

 ;)

Use KotW AND Wall of Protection to completely nullify Provisions.

Does WoP really stop your opponent from choosing someone in your territory to block?  Wall says "No character in your territory may be brought into battle by an opponent."  But is CtB actaully bring the character into battle, or just say that the other person HAS to use that character?  If the latter, then Wall wouldn't really do anything against CtB.  (Props to CountFount for bringing this up in our game today.  ;) )

From the REG under Instant Abilities -> Choose Blocker or Rescuer -> Special Conditions:

•      Wall of Protection protects its holder’s cards from being chosen to block.
