CBI/CBP on TC Heroes

How exactly do these function with the "always on" nature of TC Heroes? For example, Nicanor is CBI (currently, not sure about the rewrite). If he's put in territory and Covenant with Death is activated later does that mean that Nicanor is not negated like other Heroes? Or would he be prevented when the next phase begins?

What about a CBP TC Hero? Would they activate the next phase after Covenant with Death is activated because they cannot be prevented, or are they prevented until it's deactivated if played after it?

I think this is related to the ongoing issue in the "Couple of new questions" thread but I wanted to specifically address this aspect.

The following reflect my positions:

CBI: Once the ability activates, the ability cannot be interrupted in future turns until the Hero leaves play. If it is played while CwD is active, then it will activate once CwD is deactivated (assuming it is an ongoing ability) and from that point is CBI by later negates.
CBP: A CwD activated after the Hero was played would negate the ability. If CwD is active when it is played, then the ability works for that phase but is then negated in following phases.

I'm curious why a CBI ability protects forever from negates played after it but a CBP ability only lasts 1 phase against a negate/prevent played before it. Why does the CBP protection only last one phase?

Covenant with Death re-activates every round it is active, so we see the following happen for a can't be prevented Hero:

Abilities active before the Hero is out can't stop the Hero.
Abilities active after the Hero is out can stop the Hero.

When the Hero is first played, Covenant with Death was previously active, so it can't stop the Hero.
Next artifact activation phase, Covenant with Death activates anew, after the Hero is already in play, so it can stop the Hero.

I think CBP would still allow the TC hero to activate their ability when they push into battle, because at that point CWD is acting as a prevent, and they are activating their ability by entering battle, not just the normal always active way TC heroes are.

It really depends on the definition of TC heroes, and when they activate.  If they activate when put into play, and activate again when put into battle, then they would check CB-ness at that moment (much like how Simon the Zealot is continuously active after battle, but reactivates when going into the next battle and could be negated then).

I would assume that is the case, and would agree with most of the sentiments here, that a TC character is considered activated at the following times:
1. When put in play.
2. When entering battle.
3. When returning from battle.

At each of those times, the ability checks to see if it is prevented, and if CBI, becomes CBI to anything played afterwards.

Side question, are they active in set-aside?  I don't think so, but a question nonetheless.
