Title: CBI vs. Negate

If an enhancement is CBI and it be negated?

It can be negated by a card played before it, but it cannot be negated by anything played after it.

if an enhancement is CBI, and a negate is already on the field (think King of Tyrus, or Bringing Fear), then it can be prevented by that negate.  However, if nothing prevented it in the first place, you can't negate it after the fact.
