Negating Withdraw

I know that you can negate the discard of your character in battle if the discard would cause you to be losing the battle, but does this also apply to Withdraw abilities?

For example (just because it's fun to play with the new cards): RA with Legion of Angels (Silver 12/12, no SA). Block with Achan (Brown 3/4, no SA), then play Sin in the Camp (Brown 0/6, Withdraw all heroes). Initiative has not passed by the numbers, but if HoH withdraws the battle is lost. Can the attacker play Glad Tidings (Silver 1/4, Negate and discard the last EE played in battle) in order to stay in the battle?

Anytime your last character in battle is being removed by a special ability on an opponent's character or enhancement (doesn't matter what that special ability is - discard, withdraw, capture, underdeck, etc) you will have initiative to negate.
