Assyria's Tribute is a used = activated artifact, so if its activated it gets a counter (or use) and you can use it one more time.An example of an optional use artifact is Go into Captivity3). Just an FYI Shamhuth doesn't work the way you described him as. He is a prevent not a negate. There is a pretty large Difference between the two.
