I can't recall the exact wording on Carcasses but I believe that would be correct since it is a "discard ability."

Have you looked it up in ORCID?

For reference, Carcasses; "If a warrior class Evil Character is in battle, discard abilities on evil Enhancements cannot be negated. May be used for two rounds."

To answer the question, yes and no. Carcasses makes the discard ability on the Spear CBN (so your opponent cannot undo the discarding of the card) but the underdecking does NOT gain CBN. Therefore your opponent could still play an interrupt or negate to counter the underdeck.

I would stick with my original thinking despite his post because the "discard ability" is separate from the "underdeck ability".

Good point, I guess I'm not sure...

I agree you can negate one ability on a card without negating the rest. For example, if I play a card that says "Discard an EC. Band to a Hero" and my opponent plays a card that negates banding, only the banding is undone, not the discarding of the EC.

I guess the question is whether a CBN cost means a CBN benefit. I can't think of a precedent off the top of my head.

I think the problem here is that the spear is in the discard pile. Even with special initiative, you would have to target a card that is not in play, and get it back into play (since it is not an ongoing ability). That cannot be done in this case, since the discard is CBN. Just my opinion.  ;D

This has come up before, and the ruling has been that only the parts that are CBN are CBN.  I can't think of a precedent that would allow any other components to becomes CBN, even if a 'cost' is CBN.

If Carcasses is active, then the discard component on Ishbibenob's Spear is CBN, and it WILL go to the discard pile (barring some sort of instead).  The underdeck, however, is not CBN, and thus can be negated.  This is in contrast to Lahmi's Spear, for which BOTH components would be CBN.

Special Initiative can target cards that are out of play, so long as they are the source of SI.  This has been in the rules for at least a few years, but we recently got a new definition for SI that also specifies that you can target cards that are out of play.

I understand that, but that is not my point. When we target a card that is not in play, are we not technically bringing it back into play?

Ah, I see your question.  No, we are not, though there had been times it was explained that way in the old system for conveying the overall concept.  Special Initiative essentially grants you 'special' targeting for that card, and you can play anything that could target its card type on it, even if it is out of play.  You are not bringing the card back into play, but you are targeting it through 'special' conditions.
